Anthony Gudas, Managing Member
Anthony Gudas is a CPA and the sole member of Tax Credit
Finance, LLC (“TCF”). Anthony is recognized in New England as
one of the top business incentives and public finance
professionals in the area. Anthony is extensively involved in
Federal and State historic tax credits, State motion picture
production tax credits, tax planning, incentives negotiations,
public finance and site relocation and expansion consulting. Since
2002 TCF has evolved into a major placement agency for
transferable Historic and Motion Picture Production tax credits in
Rhode Island, Massachusetts, Connecticut, New York, North
Carolina, Georgia and Michigan. In 2005 TCF began pre-funding
Motion Picture Production tax credits in the various States
referenced above as well.
Relevant Experience:
* Has transacted in excess of $200 million in state historic and
motion picture production tax credits throughout Rhode Island,
Massachusetts, Connecticut, North Carolina, New York and
Michigan since 2002.
* Has developed strategic alliances with national credit
placement agencies allowing the ability to transact credit
business nationwide.
* Previously managed KPMG LLP’s New England Business
Incentives Group from 1997 - 2002.
* Former Revenue Agent for the Rhode Island Division of
Taxation.
* Identified and negotiated in excess of $100 million of
investment and employment incentives for growing and
expanding companies in various industries, including but-not-
limited-to sales tax exemptions, property tax stabilization
agreements, negotiable tax credits, new employment grants,
training and retention tax credits, negotiable corporate tax rate
reductions and enterprise zone benefits.
* Presented economic development topics before various groups
and industries.
* Assisted a State economic development organization with the
assessment of its incentives programs used to attract the
investment of financial services companies. Focused on
recommendations that would strengthen economic development
and afford the best opportunities to target additional domestic
and foreign direct investment.
* Actively involved in economic development through the Rhode
Island Economic Development Corporation, Rhode Island
Industrial Facilities Corporation, Massachusetts Office of Business
Development, Massachusetts Technology Collaborative and Maine
Dept. of Economic and Community Development.
* Worked with State Legislators and Representatives making
recommendations on the refinement and improvement of various
state incentive programs.
Background
Prior to forming Tax Credit Finance, LLC and managing KPMG’s
Business Incentives Group, Anthony was the State Tax Manager
for Textron Financial Corporation and was responsible for State
Tax Planning and Compliance in over 300 State and Local
Jurisdictions. Anthony graduated from the University of Rhode
Island with a Bachelors of Science in Business Administration.
Matthew Chausse
Matthew Chausse is the Head of Production for Social Capital
Films a production company whose works include production with
Ridley Scott and Julie Delpy. Since 2002 Matthew has worked
extensively in commercial and film production, collaborating with
numerous Academy Award winners and nominees. As of 2006,
Matthew has been structuring European co-productions for
motion picture financing, using the combination cultural tax
subsidies and production rebates. Matthew has been on all
elements of development, financing, production and post-
production since getting his start on Steven Spielberg’s
Amistad. Matthew is the Head of Production for Social Capital
Films a production company whose works include production with
